Cedric Howard
Associate Vice Chancellor of Strategic Enrollment Management
Dr. Cedric B. Howard serves as associate vice chancellor of Strategic Enrollment Management at Seattle Colleges. With nearly 30 years of experience in higher education, he has a proven history of prioritizing student achievement and delivering measurable results. Dr. Howard has held senior-level administrative positions such as vice president, vice chancellor of Enrollment and Student Services, and dean of Student Affairs. He joined Seattle Colleges in June 2024 after successfully re-establishing the Division of Student Affairs and increasing enrollment at the University of Northern Colorado.
As a senior Student Services officer, Dr. Howard has made significant contributions, including increasing student housing occupancy, overseeing upgrades to student services facilities, and developing a restorative justice sanctioning process for student conduct.
During his time at SUNY Fredonia, he implemented an SEM framework that resulted in a remarkable 30% increase in first-year student enrollment. Before his role at SUNY Fredonia, he served as the vice chancellor for Student and Enrollment Services at the University of Washington Tacoma, where he effectively more than doubled the campus's overall enrollment.
Throughout his career, Dr. Howard has fostered valuable partnerships with high schools, community organizations, and military installations. He has received national recognition for his outstanding work in enrollment management and student affairs. Moreover, his accomplishments include significantly increasing donor engagement and securing over $80 million in external and community fundraising efforts for student scholarships and programs.
Dr. Howard's leadership enabled a previous institution to complete a comprehensive 25-year campus life facilities plan in just six academic years. With experience in program development, strategic planning, accreditation, and teaching at both undergraduate and graduate levels, he brings a wealth of knowledge and collaborative leadership to higher education.
His professional achievements have been honored with prestigious awards, including the NASPA Pillar of the Profession Award in 2019, the national NASPA Scott Goodnight Award for Outstanding Dean/VP in 2018, and the regional NASPA Scott Goodnight Award for Outstanding Dean/VP Region V in 2014.
Dr. Howard holds a bachelor's degree in psychology, a master’s in education in Educational Administration, and a doctorate in education in Educational Leadership and Management.
